HURO/1101/164/2.1.3 SUMMARY

This project targets the increase of the cross border tourism amenity in the field of area's cultural values, traditions, customs, handicrafts and other material or spiritual values through interactive promotion, the execution and modernisation of specific tourism infrastructure, based on the implementation of the traditional village living museum concept, including the efficient use of specialized external services for its proper operation and promotion. In order to reach this goal, the project focuses on the building of 4 cross- border area traditional households within Banat Village Museum Timisoara (functional replicas  - Banat, Hungarian, German and Serbian -  with integrated facilities) to re-create  the Banat specific multicultural community enivornment, set up and operate a cross - border multifunctional information and promotion centre within the Theresia Bastion Architectural Complex from Timisoara. 7 traditional households  from Csongrad Historic Inner Town will be refurbished in order to reiterate the interactive traditional village / house concept.

The necesitty and opportunity of the project:

The project provides a solution to the joint problems of cross border tourism potential valorization, problems that hinder the development and promotion of tourism offer in the cross border cooperation area and especially problems that encumber the development or rural tourism and the promotion of traditional villages with multiethnic communities which could bring to the general attention of citizens and tourists the traditions, customs and cultural heritage presented in an attractive manner and therefore help solve the problem of low tourism attractiveness of the present offer of village museums in Csongrad and Timisoara.

Another complementary problem to the low quality infrastructure is the lack of joint actions and instruments for the promotion of cross border tourism offer, where there is an unused joint potential. The project reveals joint problems and solutions, based on the observed needs, the principles and the platform of cross border cooperation agreed upon in the DKMT Region’s strategy.

The project is focused on increasing the attractiveness of the cross border tourism offer by the interactive promotion of cultural heritage, traditions, customs and other material and spiritual values in the cross border area, supported by a specific touristic infrastructure to implement the concept of live museum of the traditional village and the development of services required for the operation and promotion of the infrastructure and the concept. The above mentioned problems are generated by the lack of modern infrastructure and the lack of diversity and quality of the services offered. The problems have been identified by the partners in the studies realized for elaborating their tourism development strategies (in Timisoara, Csongrad and the counties).

The project aims to put into operation various specific functions in the new tourism infrastructure (Timisoara) or in the modernized infrastructure (Csongrad), and therefore contribute directly to solving the described problems by the cross border cooperation of involved institutions. Thus, the tourism offer of the cross border area for the interactive promotion of cultural heritage, traditions, customs and other material and spiritual values will become more attractive through the creation of specific infrastructure for the implementation of the traditional village living museum concept  and the development of services for its proper operation and promotion. To this end, in the BVM (Banatian Village Museum) in Timisoara will be erected 4 replicas of traditional households in the cross border cooperation area (Banatian, Hungarian, Serbian and Swab) with integrated facilities to help create the traditional multiethnic environment specific to Banat and a multifunctional center for tourism information and promotion in the Theresia Complex in Timisoara. In Csongrad will be rehabilitated 7 traditional fisherman households to support the interactive village museum concept through their opening and presentation to tourists.  

Overall objective of the project is:

  • Strengthening the economic and social cohesion In the Romanian - Hungarian cross - border area by joint development and promotion of tourism

Specific objectives of the project are:

  1. Joint rehabilitation, building and equipment of traditional houses facilities through the implementation of living museum concept
  2. Joint promotion of the existing and created tourism offer through the set up of a multifunctional tourism information and promotion center
  3. Joint operation of the new cross-border created facilities

For the achievement of project objectives 5 activity packages were developed:

WP0 – Preparation activities: project’s initiation and preparation of grant application to be submitted in the program’s call; activities for preparing the project’s contracting and implementation.

WP1 – Project Management: includes all project’s coordination and management activities carried out in order to ensure the achievement of project’s results and results indicators, compliance with the budget and prescribed implementation period. It includes public procurement procedures for goods/services/works, organizing and participating in work meetings, devising and submitting the progress/final reports and reimbursement claims, and the actions required for the reduction of project’s implementation risks and the risks related to the operationalization of planned functions.

WP2 – Communication activities: include the editing and distribution of project information materials (brochures and flyers, other information materials), press conferences, joint database and project’s website creation, the use of the cross border tourism offer information and promotion software platform, during and after the project’s implementation. The information and promotion materials and actions will reflect the created/rehabilitated infrastructure facilities, as well as the tourism offer, and contribute to the dissemination of project’s results, promotion of cross border tourism offer and add to the cross border impact of the project.

WP3 – Creation/rehabilitation and development of the tourism infrastructure of the partners: includes the erection/rehabilitation/modernization and endowment of the three infrastructure elements included in the project: execution works for the infrastructure in the Banatian living village museum (PP2), execution works for the rehabilitation of the traditional fisherman households (PP1) and the improvement, equipping and endowment of the multifunctional center for cross border tourism information and promotion (LP), including the joint software platform for cross border cooperation and the promotion of cross border tourism offer.

WP4 – Operation and optimization of the newly created/rehabilitated/improved infrastructure by operation of all planned functions and offer of facilities and services for the target group, organization of programs, events and other joint activities for project’s implementation and use of the realized tourism facilities.

All activities implement actions aimed at improving cross border cooperation, joint use of the cross border tourism potential, defining and developing a package of complementary tourism services to increase the attractiveness of the partner’s tourism offer and ensure the joint promotion of cross border tourism offer through a joint database and website.

Target groups, direct and indirect beneficiaries:

The target groups are children and students, people in the cross border area, as potential visitors of living museum, multifunctional center for tourism information and promotion, tourists in general and especially niche tourists.

It is estimated that a significant number of people in the area, as consumers of touristic services created in the project, as well as interested organizations (tourism associations, foundations and associations interested in the development and use of the tourism offers, local and regional public administration, tourism agencies) will benefit of the results of the new facilities provided by the infrastructure created/rehabilitated in the project and the general increase in the number of visitors and tourists. Also, it is estimated that an important cross border impact on the tourism sector and on public local/regional administrations will result as an effect of increased revenues to the local budgets.

Project results:

The project is aimed at increasing the attractiveness of cross border touristic offer by the interactive promotion of cultural values, cultural heritage, traditions, customs and other material and spiritual values in the cross border area, through the creation of specific infrastructure for the implementation of the traditional village living museum concept and the development of services for its proper operationalization and promotion.

The qualitative result indicators estimated are:

  • Dynamical development of tourists of longer stay and higher spending rate besides the increase of cross-border guest flow.
  • The region, as a result of exceeding average increase of Southern Great Plain and Timis County, to become significant reception area of the tourism.
  • To ensure sustainable development during improvement in particular the social-cultural and natural environmental interactions.
  • Development of tourism should ensure social-economic raise.
  • Product groups of priority in the area of regional tourism development: health tourism, rural-farm-hospitality industry, cultural tourism, gastronomy and wine tourism, horse tourism, bicycle tourism, water tourism and conference tourism.

The quantitative result indicators estimated are:

  • Number of improved tourism attractions on Romanian side: 
    • for the Village Museum in Timisoara, equipment and equipping for 4 functional replicas of traditional houses, following common features:

                              - a Barn
    • For ADETIM, equipment and facilities planning for the  Multifunctional Center for Information and Promotion of Tourism,  in the Theresia Bastion  Complex  in Timisoara.
  • Number of improved tourism attractions on Hungarian  side: 
    - For Hall Csongrad, rehabilitation equipment and equipment for Csongrad for  7 functional traditional fishing houses, as follows:
